AFAIK you can only spawn the "basic" NPCs listed in the ESC-S NPC list.

Remind me, what is the quest for Cat that involves Miser?

I've also found that you can respawn NPCs in the ESC-S items list.

after you get the radiation medicine from the swamps for Cat then you go to agroprom to search for monolith and you escort the 2 loners back to where Adrenalin is. then you talk to Cat in the bar he says you need to find a Rabinowitz, but you have to start by talking to Miser. i looked up videos then you talk to Joker in the bloodsucker village then find this other guy then you can find Rabinowitz, but that's just videos i've seen. since i cant talk to Miser i cant get that far.

Ah, okay, I had forgotten about that one.

Do you have enough vodka? I think you need three bottles before Joker will talk to you. However, I don't know if you need to talk to Miser (or someone else*) first.

* I assume that you sided with Duty when you entered Army Warehouses. I have always gone with Freedom, but helping Duty is an option so I assume that there must be someone else you can talk to instead of Miser. Especially as Miser is involved in several missions. Perhaps someone else here who has gone the Duty route can tell you.

What are the advantages of siding with Duty or Freedom? I'm friendly with both, I never knew that joining a faction had some kind of advantage, but I see disadvantages in making either my enemy.

It is best to keep friendly with both. I tend to do all missions offered by either side, except where they involve attacking the other side or killing stalkers. Fortunately

An oddity in my current game... after Voronin game my MO this task, on my next visit to him I got the dialogue to hand it in and complete the mission - despite the fact that I hadn't even reached AW yet. After a quicksave I tested this and it did indeed end the mission successfully. After reloading I continued to see this dialogue until I eventually reached AW and returned with the item and was able to hand it in correctly.
